As we prepare for your development to join the New York City Public Housing Preservation Trust (the Trust), we are excited to share the Draft Lease Package for your review and comment as part of your upcoming conversion to Section 8 and the comprehensive renovation of your housing facility.

All households under the Trust will be required to sign a new Section 8 lease. This allows for a comprehensive renovation of your development while keeping your home permanently affordable and maintaining resident rights.
We invite you to share your comments on the Draft Lease Package documents listed below. These are all draft documents, please do not sign.
Lease Agreement
As part of the Trust conversion process, NYCHA residents will sign a Trust Resident Lease in order to convert to the Project-Based Section 8 program. A sample of the draft Trust Resident Lease is linked below.
House Rules
The house rules contain apartment information; occupancy and additions to the household; rules around common areas, development grounds and recreational areas; noise disturbances, pets, and information on the “smoke-free” policy.
HUD Project-Based Voucher Tenancy Addendum
HUD requires this rider be part of the Trust lease. It has two parts:
Part A: Includes information about the household, unit, household members, term of the lease, rent owed to the property manager, initial HAP payment amount, and utility responsibilities.
Part B: Details requirements for the household and the landlord under the Project-Based Section 8 program.
HUD Project-Based Voucher Statement of Family Responsibility
HUD requires that each household sign a Project-Based Voucher Statement of Family Responsibility document when signing their Project-Based Voucher lease. This document lists the household's obligations under the Project-Based Section 8 program.
Trust Modernization & Preservation Lease Rider
This rider states that if a household is not in an appropriately-sized apartment (meaning that they are in an apartment that is too big or too small for their household) and there is an appropriately-sized apartment available in their development, they will be required to move to the appropriately-sized apartment in their development. Households will not be required to move outside of their development.
Appliance Agreement
If a household has an air conditioner, washing machine, dishwasher, or freezer they need to sign this agreement and pay the required fees to have it continue being an authorized appliance after the Trust conversion.
